Duplicate content can happen internally or externally. Internally if our own website that duplicate content into many versions. For example the HTML display and displaying for print; and externally if anyone hijack our articles without permission.
Actually duplicate content itself is something that is considered to be a common phenomenon started by Google. The reason is that the internet is something that goes without saying if the quotation cited. Therefore in the end Google can't just drop the penalty to the pages that contain partial or full of duplicate content; because it could affect Google search results itself.
So the solution is just one; i.e. Google will align all the duplicate content to assess the best one among all of them. Which best meets the standards of Google's algorithm is going to win; While the loser will be stranded deep enough. So, if you are the author of the fact you need
to make sure you don't optimization lost to the hijackers.

Knowing this info probably feels like a fresh breeze for pirate content; but still there will be risks where your article may get a copyright complaint that resulted in your blog is removed from search results; or if you use blogspot for intercepting RSS; then your blog could have been removed by Google.
So the bottom line is that Google will not necessarily drop penalty penalty on duplicate content; It's just that the risks are still there; so it is recommended for those who do monetization by relying on duplicate content; This was a short-term strategy only.
